Mix all the ingredients together except the leaves. Take a leaf , put 1 tbsp of the filling on it and wrap. At the bottom of a saucepan arrange the potatoes. Place the sarma rolls on them. Pour water till the the sarma rolls are covered ( app. 5 cups) , add the 1/4 cup oil ,1/4 cup lemon juice and a pinch of salt. Place an inverted plate over the sarmas to weigh it down. Cook on low heat for 1 hour. Remove from heat , let cool for 15 minutes , then put in a serving tray upside down.
